I was able to use the repair powder on the crystal weapon but it didn't repair the weapon, it still had only 12/25 durability. Seems the crystal weapons are just coded to not respond to being repaired. Webricesteam1 posted... No. If you downgrade a crystal weapon it would return to it's normal form, removing all benefits of it being a crystal. That should balance it out from having it "repaired". It would cost you to make it crystal again. That's how it should be designed, given that there is a system for all other weapon types can be downgraded.
